ABSTRACT

Calculating the cost of citizenization of rural migrant workers scientifically is the premise and key for reasonably paying the cost of citizenization and promoting the process of citizenization. For the past few years，many scholars have carried out theoretical discussions from different points of view，such as the conceptual connotation，amount and payment subject of citizenization costs. A few scholars have also analyzed the implementation methods of cost estimation from the aspects of index construction and model design，which has promoted the rapid development of the emerging research on the cost and calculation of citizenization of rural migrant workers. However，because of the remarkable local characteristics of the process of citizenization of rural migrant workers，it is difficult to apply the maturational theories of urbanization and citizenization in the west directly，which leads to the lack of theoretical support for the current research on the cost of citizenization. Researches on the regulation of policy document with multi-basis and qualitative experience judgement lead to great differences among different researches in the interpretation of the connotation of cost concept，the determination of payment subject，the specific measurement of the strategy，the design of index system and the construction of model algorithm. At the same time，with the continuous advancement of new-type urbanization and the further reforming of China’s household registration system in 2015，in-situ urbanization in central and western regions is developing day by day，and rural workers flowing presented “the family” trend. The age distribution of the citizenized population has gradually spread from the labor force age stage to the non-labor force age stage. Existing studies are based on the model of remote urbanization and researches on cost calculation index and model design are based on the presumption that citizenized population is in the labor force age stage，which pay less attention to the cost calculation and the influence of diversification of population structure under the background of the in-situ urbanization.

Based on the current research，this paper makes a localized revision of the connotation of cost concept of citizenization in the combination of Chinese socio-economic background；combines theoretical analysis with method innovation；restructures the cost index system of citizenization；improves the framework of calculation strategy；perfects the calculation model；designs the prediction model；quantitatively analyzes the amount，structure and cost payment pressure of interest-related parties in various levels of indicators for the cost of citizenization of rural migrant workers from different angles and on this basis，puts forward some policy suggestions to promote the citizenization of rural migrant workers from the perspective of cost payment of citizenization.
