4.1　General Requirements

4.1.1　Process design package shall include design deliverables and process manual，and shall include analysis manual if required by the owner.

4.1.2　The design deliverables shall include design basis，process description，PFD，stream datasheets，overall material balance，consumptions，and battery limit（B.L）conditions for incoming/outgoing streams，and also the descriptions in aspects of safety，health and environment protection.

4.1.3　The process manual shall include process description，control procedures and methods for normal operation，startup and commissioning preparation，startup and shutdown procedures，emergency response philosophy，catalyst loading/unloading，process hazard analysis and control measures，environment protection，and equipment inspection and maintenance.

4.1.4　The analysis manual shall include the analytical frequencies and methods for feedstock，products and the intermediate products to be controlled during the operation.
